Run Visual Studio and keep it running, then install MonoGame. You're more likely to see the templates installed and be able to select them after words. If you're still having issues, you can at least get started with XNA 4.0 Refresh for 2010 or addons for 2012/2015++ (XNA is MonoGame for the most part).
