How to generate a changing blob?

I tried to find something with HLSL, but almost everything is based on Unity(which I haven't learned).

Also, I'm a little bit worried that in example with JS everything was in 3D, while I'm trying to achieve a 2D effect. Can shaders modify shape of 2D textures, apart from 3D?
